The American Broadcasting Company announce yesterday that it would not present a new radio program featuring Jean Shepherd. The program tentatively had been scheduled to start Oct. 22. Plans for the series were abandoned, the network said, after A.B.C. and Mr. Shepherd failed to reach an agreement during contract negotiations.
